I say yes. This is something I've been thinking about today as I ventured around Moria then Lothlorien. Should faction play a part in where you hail from according to which race you play?
For Instance, playing an elf from Lorien, I don't feel very welcome when I ventured to my home where I hailed from at the beginning of the game.
Sure all we really get right now is a fancy title and that's about it. Putting reputation as a factor in deciding where you hail from or getting you a small boost for that faction would make the game feel more alive and interactive.
Such as if you decided to hail from Mirkwood as an Elf, when you ventured to said area you should receive some kind extra perk or what have you for picking that area of origin.
Anyway, I doubt this will even get a second look. I just wanted to make LOTRO feel a little more alive and interactive in terms of lore etc.
