I've been playing since March and got to lvl 30 last month. I was excited to start skirmishes but so far I've been unable.
I have the skirmish note in my bag, the skirmish captain has the golden "quest completed" ring above his head, and entering into dialogue with him gives me the option to finish now or later.
But everytime I click "finish now" nothing happens. I've tried at multiple camps over the past month but I keep getting the same result - nothing.
Am I missing something else? I know I need to collect War Orders at some point, but I'm not even getting that as the next step. Do I need them in my inventory prior to during in the note?
I've searched the forums and read skirmish faqs, but the note seems the only requirement. Any help would be wonderful.
