I recently followed a discussion where someone was grumbling about having to click through a dozen of NPCs and its numerous pages only to find a specific item - I think it was one of the tomes you need for crafting relics. It turned out the player had names turned off to get a better feeling of the world.
I think he was right there, even I often need to visit two or three NPCs to find the one thing I'm looking for. So I'd suggest replacing all of these NPCs by one NPC and when you click at him, a UI very similar to the auction house opens, with a tree at the left side and when you click on a node all the available items show on the right.
And while you're at it you could replace the trader's item UI with the same thing and have all traders around ME sell the same items, e.g. a light armor trader in Bree sells all light armor items available at any light armor trader all over the world.
