@graal - Fervour not increasing damage by 20%. Is this wai?

Fevour doesn't seem to be adding the whole 20% increase in melee damage it says it does. With Fervour off, my tooltip for Brutal Strikes says 178-280 for the first attack. With Fervour on it says 208-327. This is only a 16.7/16.8% increase. Other skills are the same, about a 17% increase in damage between Fervour and no stance.

I tried fighting some of the mobs in Gathburz and recording crits with Brutal Strikes. The second attack was hitting for 433 with no stance, and 505 with fervour. That gives a 16.6% increase in damage. I tested with Wild Attack as well and got 362 in Fervour and 310 in no stance, about a 16.7% increase in damage.

The cause seems to be that we now have a melee offence rating, the same way mobs get a melee offence rating as they get stronger (signatures, elites etc.). This causes LM and Burglar debuffs to reduce the mobs damage by less than the stated amount as it didn't reduce the melee offence part, only the base damage. If you look in our character panel, the same thing happens to us. My melee offence is 19.9% with no stance on. When I turn on Fervour it is 39.9%. Fervour adds 20% of our base damage, but doesn't affect the melee offence rating part. The overall increase in melee offence by turning on Fervour is 139.9/119.9 = 16.68%.

This was acknowledged as a bug with LM and Burg debuffs and will be fixed when Free to Play launches, so is this working as intended, or is this a bug as well?
