A lot of people have commented, here and in-game, on how they will be the first to log into a new server "to reserve a name". This is not "justice" for new players.
Introduce a policy, applicable at first for only the new servers, that if the named character does not reach at least level 15 in one month after creation then that name is released back into the name pool. The existing character is immediately renamed as "NameCamperNameRemoved1" and flagged for a rename.
This won't stop name camping completely, but will discourage it and make it harder to achieve.
