Will new accounts with a Moria key be able to start on the 8th?

My sister's birthday is on the 8th and I plan to give her a new copy of Mines of Moria Complete Edition. Will she be able to create a new account, add the key and start playing on the 8th? Or, will she have to wait until the 10th?
