World Transfer

I transferred my minstrel to Elindilmer server a few months ago. A couple weeks ago i transferred him back to meneldor, but was told my credit card did not have enough room...I emailed support that it did indeed have room. On Sept 3rd I recieved confirmation that my character transfer was complete...however he is not on Menldor...it is the 6th today and my CC was billed... is there a time delay or something?

Edit** he is not on Elindilmir either...
