Dynamic Layering

While running through Bree the other day, I started to think about the new Dynamic Layering mechanic about to be brought online with the update. I wont pretend to be an expert on exactly what it does, but I do recall in Beta it being explained as a way to ease congestion on the servers for specific locations in the world.

For instance; Bree, used to be the main Hub of SOA was to many of us lagtown USA before they took drastic measures to curb it there specifically. My understanding is that with dynamic layering if a certain area gets too congested, characters will be siphoned off into different layers. While still in the game, and affecting each individual player minimally, you could potentially not see another character standing right next to you. I remember there was also an argument by RP'ers and general community enthusiasts that this feature will undoubtedly detract from player interaction, but that it also helped during Beta testing.

My main thought (and sorry for the long lead up) was will the use of DL enable the devs to enhance the physical settings of the game? High density places like Bree, 21st hall and Rivendell need to be filled out with more detail. More interior locations, more npc's and more everyday background items. Will dynamic layering enable this in the near future?
I do recall a brand new, albeit random, interior location placed in Bree in the beta....it was called the Mess Hall or something like that. It was located right behind the Boar Fountain and as far as I could tell contained only additional cooking ovens, although was also very large and filled with tables, chairs, mugs, tapestry, kegs, etc... Is this a hint at things to come? Some of these towns and villages still feel like ghost towns 2-3 years on into the game and if they were really going to flesh them out, dynamic layering seems like the perfect mechanic to allow them to do it.

Thoughts? Corrections? Input?
