Crafting Hall isn't working

The crafting hall room in the Eyes and Guard tavern is not working. When you enter it, you receive this message:

You have entered a restricted area and will be removed if you do not leave.

I was then teleported back to Archet. This happened each time I entered the room.

Also in the guide for the Eyes and Guard it says you can auto level to 60. The NPC in the Moria room is let me level to 65 so either they are not working or the guide has a typo in it.
