Woodworker journeyman mastery

I've done the quest for the next tier of woodworking (journey>expert), and even went to Esteldín in order to aply for the Woodworker's Guild, but it doesn't show the filling bar for masterying it, just says i'm "proficient at this level" (journeyman).
So, what's going on? Is it a restriction for free players? Or do I just need to master aprentice first?
