Buying a House in Talaf Ninglyr

I'm looking up buy a house in Talaf Ninglyr (currently filled) in the Falathlorn Homesteads on Brandywine. Almost the whole neighborhood is made up of my Kin, but a few of the houses were sold to non-Kin members. Would any of these people be willing to sell their house and relocate?
