War Cry even worth it?

Before you start yelling let me explain.

I know WC/EOB are suppose to be 2 tanking aggro musts but after a few tests it seems that it doesn't take much to pull aggro off a wc pull. After many tests I would guess that a WC is = to around 150-200 dps.

I had my warden do a wc only and used a champ to do most any attack and it pulled off him. Then i tried several other classes and its usually one hit to pull off the warden.

I guess it can be used to round things up but only if no one else touches them until you get off the EOB.

So, is the legacy WC even worth it? Mine is maxed btw.
