Skill leveling

I understand that as you level your character the skills you have received from lower levels scale up with you. Am I mistaken?
That being the case how can I see what level different skills are? I don't see anything when I hover over any of them.
Basically I thought that skills get more powerful, deal more damage or heal for higher %'s as we level. Is that true?
