I only know of two ways to get this legacy scroll.
1) Choosing it as a quest reward
2) Spending 25 Medallions of Dul Guldur
Is that it? I didn't see it on the skirmish vendor so that doesn't seem to be an option. I'm hoping that grouping isn't the only way to get this scroll as my kin is kind of on low ebb at the moment and I loathe PuGs.
